HSE ISSEK Researchers Sign Cooperation Agreement with Korean Colleagues
This May, HSE and the Science and Technology Policy Institute (STEPI, Republic of Korea) signed a cooperation agreement on science and advanced technology research. This agreement was signed by Leonid Gokhberg, HSE First Vice Rector, Director of the Institute for Statistical Studies and Economics of Knowledge, and Dr. Hwang-Hee Cho, STEPI President.
The agreement opens up opportunities for cooperation with one of Korea's leading research centres in science, technology and innovation policy (STI), statistics, foresight, analysis of innovation systems and research and innovation strategies.
STEPI makes a significant contribution to the development of South Korea and the East Asian region as one of the leading analytical centres specializing in research in science, technology and innovation policy. Since its foundation in 1987, STEPI's research activity has contributed to improving the competitiveness of Korea based on the advancement of science and technology.
After the signing ceremony, the parties discussed the main areas of cooperation and the launch of joint research projects in the following areas:
cluster initiatives, including the mapping of innovative clusters;
joint research on global value chains;
‘Doing Science’: a new approach to assessing science policy;
global challenges for the development of science and technology;
joint research at the request of Korean corporations represented in Russia, strategic foresight;
society's attitude to science and technology and its role in culture;
joint surveys on innovation activities;
developing methodology for foresight research and big data analytics;
foresight of skills and competencies.
The two sides agreed to organise a special two-day workshop to determine the agenda of joint work, and to make a "road map" of cooperation with a list of specific research projects and other joint initiatives.
On May 16, 2019, the Ministry of Science and Higher Education of the Russian Federation held the XIII Meeting of the Korea-Russia Joint Committee on Science & Technology, where HSE and STEPI presented plans to launch joint projects in foresight and STI policy. Alexander Chulok, Director of the HSE Centre for Science and Technology Foresight, made a presentation about HSE’s skills in these fields.

In September, the HSE Institute for Statistical Studies and Economics of Knowledge hosted an international working meeting with representatives from Brazilian, Egyptian, and Indian think tanks. UNESCO Chair on Future Studies Opens at HSE University
In 2022, a HSE University department joined the ranks of UNESCO Futures Literacy Chairs. The Brain in Space: Investigating the Effects of Long Spaceflights on Space Travellers
As part of an international project conducted with the participation of Roscosmos and the European Space Agency, a team of researchers used differential tractography to analyse dMRI scans ofcosmonauts’ brains and found significant changes in brain connectivity, with some of the changes persisting after seven months back on Earth. The paper is published in Frontiers in Neural Circuits.
HSE University-Perm and the Training Centre of the Uzbek Ministry of Finance Sign Cooperation Agreement
HSE University in Perm has become the first academic partner of the Training Centre under the Ministry of Finance of the Republic of Uzbekistan. The parties have signed a cooperation agreement in education and research.

HSE University Strengthens Ties with Netherlands in Agricultural Research and Education
