Experts discuss issues related to big data processing
The Second International Conference on Information Technology and Quantitative Management (ITQM 2014) took place on June 3-5, drawing 120 professionals from 29 countries to consider issues of model performance and decision-making algorithms when processing large amounts of data.

Commenting on the conference, Professor Fuad Aleskerov, chair of the conference committee and Academic Supervisor of the School of Applied Mathematics and Information Science, noted that ITQM is a global forum to exchange research results in the fields of communications, information technology and decision-making.
‘One of the conference organizers was Professor Yong Shi, who founded the Academy of Information Technology and Quantitative Management’, said Aleskerov. ‘He has created a very effective system of analyzing credit histories in China, which includes more than 800 million records. It is no secret that the words “information technology” and “big data” are often spoken as a mantra, as there is a belief that companies which don’t spend money processing large data end up losing. But before we process anything, we need to understand what we want to get, what these data are, and what the accuracy of processing should be. I believe that dialogue at the level of an international conference effectively stimulates development in this area’.
Leading Russian and foreign scholars gave plenary reports at the conference, including Panos Pardalos, Academic Supervisor at the Laboratory of Algorithms and Technologies for Networks Analysis (HSE Nizhny Novgorod) and Distinguished Professor of Industrial and Systems Engineering at the University of Florida. Professor Pardalos proposed new and efficient algorithms to analyze large, sparse data. Sergey Butenko devoted his report to modeling solution concepts on large dimension networks and efficient search algorithms of such solutions. Shouyang Wang presented a new methodology to study complex systems (TEI @ I Methodology), which consists of four basic components: information analysis, econometric modelling, semantic analysis and visualization.
Luiz Flavio Autran Monteiro Gomes gave a report entitled ‘Robustness in Discrete Multi-Criteria Decision Analysis’. Professor Boris Mirkin of the HSE gave a presentation on ‘Data Clustering: Some Topics of Current Interest’. Finally, HSE Professor Fuad Aleskerov’s presentation was devoted to ‘Choice Procedures in Big Data Analysis’.
Conference participants showed great interest in Ning Zhong’s presentation ‘Research Issues and Challenges on Brain Informatics’, which describes a Japanese-Chinese project. The various styles of conference reports were all in some way dedicated to effective models and algorithms for efficient decision-making in situations characterized by large amounts of data.
During the conference, two awards were made by the Academy of Information Technology and Quantitative Management. Daniel Berg (University of Miami, USA) was recognized for his work on quantitative management, and Shouyang Wang (Academy of Mathematics and System Science, Chinese Academy of Sciences, China) received a prize for his work on information technology. Professor Cheng Siwei, Dean of the School of Management of the Graduate University of the Chinese Academy of Sciences, made the awards.
Conference materials have been published on the Procedia Computer Science (Elsevier) website and indexed in WoS. Special issues of the Annals of Data Sciences, International Journal of Information Technology and Decision Making, International Journal of Computational Science, International Journal of Intelligent Engineering Informatics and Journal of Global Optimization are also planned. The next conferences on information technology and quantitative management are planned for Rio de Janeiro in 2015 and Seoul in 2016.

On June 29, the third graduation ceremony for the double-degree Master’s programme in Big Data Systems (HSE, Russia) and Information Systems Management (UAS Technikum Wien, Austria) was hosted at the Austrian Ambassador’s Residence in Moscow. Leading Researcher at the HSE Faculty of Computer Science Coordinates New Experiment at CERN
Fedor Ratnikov, a leading researcher at the Laboratory of Methods for Big Data Analysis (LAMBDA), has been appointed project coordinator in the SHiP collaboration. He will be responsible for developing and designing the detector’s active magnetic radiation shielding.
